Ghana is a nation of citizens who love "welfare" or something for nothing. Ghana's industrial base is not under any prohibitive laws that would deny them the ability to fund research work with departments of their choice within universities. If Tropical Cable and Conductors wanted to put their money where their yap is they could fund research into sand and mineral deposits around Ghana to get preliminary information on where sand deposits may be good for glass, optical fiber, solar panels etc. Then maybe hopefully a joint venture with government and or other private companies could follow up as they seek technology to setup manufacturing plants.
It is all talk when it comes to Ghana's business entities; government should let them make money without any of them being worthy and or contributory citizens. Enough already.
