The Public Procurement Act (Act 663, 2003)has provisions for aggrieved participation parties (bidders) to seek redress in a case like this. If you are really committed to seeing justice done, follow the provisions in the PPA.

The issue of national interest will not be considered here. To those in authority, engaging in corrupt practices with foreign companies is the safest. They prefer SGS and will cite unacceptable excuses like inefficiency on the part of the local players. The aim is to enrich foreigners for us to become slaves in our own land. Can't the authority ensure efficiency on the part of local operators? Which country in this world will give such a contract to a foreign coy. How can you hold them when they go wrong? Are we saying Ghanaians cannot do anything right? Then those in authority also cannot ensure the right thing is done. Sad indeed.
