ISSER have a dream. That is true, that the poverty level in the three northern regions is high. Even, the immigrants from the three northern regions who travel to the south for greener pastures have made the cities and towns congested. It gives the government high cost in expenditure, sanitation and social amenities.
Government will do well by sharing growth.

The universities and research centres must also make their existence more relevant than is currently the case. Forge strategic partnerships with distict assemblies, private sector and CSOs, National Service Secretariat, etc.
