the issue of increasing working hours of customs officers is very unfortunate. officers in tema close as late as 8pm and no over time are paid to these officer. some even work on sundays. mr minister get your fact well. all u care about is revenue, do you really care about the well being of customs officer, have you every sat down to check the salaries of customs officer, moreover they collect a huge percentage of revenue in this country... check what is giving to customs officer when they go on retairement.. nothing to write home about... officers are suffering... help then so as they can work effeciently and stop the unneccessary presure putten on then.,

These declarations are not enough. We need action and control mechanisms (the ICT aspect is one element) that can lead to transparency of clearance of goods at the ports.
1. There is the need for the operating process of clearing goods a the ports and harbours to be streamlined. So that importers know exactly what to do and where to go (possibly in a brochure or flowchart format and all these places are manned to avoid third parties)
2. There is the need for a dedicated office at the ports (perhaps independent of the Customs to deal promptly with customs officers demand for bribes, tips and/or allegations of bribery before they do their jobs.
3. These declarations must not be 9-day wonders they need to be a starting point for process improvement at the ports and a such must be monitored and improved on a daily basis.

i ship goods to my family on regular basis and YOU and I know that ghana custom office value items too high! used clothes, like baby items can be bought at thrift stores for $1, Mens shirt for $3...used electric gadget can be had for $10-20..Even brand new items since most are from china are cheap in usa..go to www.walmart.com and you can buy a microwave for $40. Chainsaw for $120...So how does ghana customs get off on value items like they are gold plated..In usa when you return from trip by plane or boat you can bring in $500 worth of merchandise untaxed..You will pay no tax for items mailed from ghana to usa.. My freind in accra has just sent me 3 shirts in 3 packages and i paid NOTHING to recieve them and they where placed in my mail box at home! Ghana needs to worry about EXPORTS! gold,oil & cocoa and tax them properly!

We as a country must trade our way into prosperity. The Ministry of Trade is not leading the way. The GRA had made an assumption that more can be collected from importers at the ports. This is also misleading, hence the fundamental elements which are driving policy at the Ministry of Trade and the GRA are not right. The process of clearing goods at the ports is not good that is what is leading to congestion and the loss of revenue to the state.(GPHA website). This process must be audited and foundamentally changed otherwise the Minister of Finance will also make the same speech.
