The harbor project was therefore moved to Tema. (2) An International Airport. I've been hearing about this airport project at Prampram for the past 11 years and hope it does not take another 3 years to complete the plans for public view/comments. All the same, at least one more international airport and 3 regional airports (strategically located, of course), would be great for the country to ease travel congestion.

There is a good reason why the New York Metropolitan area has 3 major international airports. They could have as well located them in the adirondaks r same such far flung less populated areas. International airports are generally situated around commercial hubs where people can fly in conduct their business with less hassle and fly back. Imagine a major company with its headquarters in Atebubu, it would not be able to attract top talent simply because it is sorely lacking in certain amenities. I am all for stimulating the economies of the other regions but at this stage an international airport is not one of them. A regional airport may be an option.

Please make sure that the contract includes roadways leading to and from the airport that disperses traffic away from Prampram and into Accra through new Roadways. Not the Accra Tema Motorway or Tema-Teshie-Nungua road.
This can be successful, if only the monkeys we let loose to negotiate with the Chinese, have Ghana's interest at heart, and are not village boys who will be content with a hut for an airport and a footpath to get there.

I know they can but for some reason to Ghanaian officials, they would assign a project to a foreigner. Somebody explain to me why, the government of Ghana would have to bring whites and again all the way from America to investigate a fire that has occurred in Ghana and a lace like Accra and Kumasi. The minister of transport in her ignorance said "... she was impressed, adding that a technical team has been established to review the report in order for the country to make the best of the situation". Why can't she be impressed if she has no experience about airport design. Hence any supposed nice painting goes.
The mismanagement of the airport has even started before it is built. Shame.

What I have noticed missing in the summary of this feasibility report is the need to construct railway lines (double track) to this airport to promote intermodal transportation system in the country. Such a big airport would need feeder systems, which would play the role of bringing passengers and goods to and from the airport. Without considering this future need today, the cost of considering it in future would be enormous. Passengers and goods will have to be carried by train to this airport, or carried from the airport to various destinations in the country. A failure to consider this in the plan now would create a future need to demolish houses and compensate the owners, in order to get a railway line through, or consider the construction of tunnels, which could be too expensive for country. If the government fails to plan this in advance future generations will have to pay several times the present day cost for the same distance. This would reduce the intensive monopoly of road transportation in the transportation of passengers and goods to and from the airport.

Therefore this area should be frozen and properly planned instead of subjecting it to piecemeal development projects without due consideration to transportation networks.
Most of Ghana's ministries still operate in structures built be Nkrumah to deal with post independence emergencies. Anyone who has visited or worked in these post independence ministry structures will agree that most of them are not even fit for garbage/rubbish recycling. If so then the country must be seriously thinking of developing a new government office or capital complex to complement the Prampam airport. If Malawi can build Lilogwe and if Nigeria can built Abuja, then why is Ghana lacking the foresight to move or at least prepare to move in this direction when the time comes?
By preparation, I mean at least identifying and purchsing/freezing potential land blocks and strategically locating piecemeal projects like the airport to eventually form part of the overall longer term vision for a new government, business hub.
