Way back in the mid-90s, I put fwd proposals on Okyeame and Africa_Think_Tank to deregularise visa issuing to visit Ghana. I went further than even this proposal.
I said ALL visas should be issued on arrival in Ghana! Those who want to visit Ghana shld apply and pay online and get codes to submit upon arrival at port of entry. They are then issued with the visa, i.e, stamping their travel documents. This will ease the long delays and expenses in getting such visas, reduce staff at Ghana's embassies, and reduce, if not eliminate, the abuses and mishaps associated with issuing visas in such as embassies, such as embezzlement of visa fees and loads of passports being stolen in transit in the post, or by staff.
I urge this lady to quickly act on the proposal. Rwanda has taken the lead but we can follow. Africa CAN also show the world that we can innovate in building new systems, not only copy dysfunctional ones developed by others outside Africa.

And Rwuanda after the war, went thru reconciliation and denounced their colonial masters of Franco- Belge and adopted English as a second language and imported Kenyan and Tanzanian tutors in for the transformation.This will result in a new generation that will have no affiliation to no European nations. Not even England will cross their minds because they did not learn English thru English culture, but from Africans like themselves. That alone will save their airline from crazy officials who will like to pack their relations just to go see England as Ghanaians are possessed to do at all cost with ticket or no ticket.
In retrospect, Rwanda has taken stock of herself and identified some of the flaws of colonization and took a bold stand to right some wrongs, and ever since, it had been innovation upon innovation that made us in Ghana look like intelligence has parted with us.
Quick fixes based on instant high or gratification became our hallmark.
Our embassies are charging $200 just to get in 100 tourist in a month instead of 1000 with free visa or bare minimum.
Why, because the ambassador do not believe the big money the government will reap from the windfalls of 1000 tourists will ever reach them to take care of the needed cares at the various foreign posts, thus, short sightedness gave way to a bigger picture. But can you blame them? Unless the slate is wiped clean to start all over just as the Rwandans are doing.
Just last week, a library in Brong announced they gonna be charging to keep the lights on. The ministry of EDU knew they have to sustain these libraries to improve the standard of education, but keep shooting it self at the leg. The new charge will no doubt keep more away from patronizing.
Sending the money in time may be a bit difficult but it will achieve results on the ground of boosting text score just as eliminating issuing visa and high fees will result in more and more visitors coming in to spend money, and that money with right mind set, will find its way to the foreign posts for maintenance.

We say we want to encourage foreign investment. For this we have a liberal visa regime that is operated by the Ghana Investment Promotion Centre, The Foreign Office Officials and the GIS. What it has done is to attract low skilled illegal immigrants from many countries including China with all the difficulties this has created for the country.
We should be learning from all these and put our priorities right.
Those who are prepared to do honest business in Ghana and have the funds and the technical know-how should be encouraged to come.
Others who want to come on genuine holidays and have booked into hotels should also be encouraged to come.
All others should be discouraged including those without prior arrangements about hotel accommodation or business engagements
