Dear Sir, technologies are not developed out of nothing they are developed through research which requires funding. The funding aspect is the issue while government and people like Dr. Oteng-Adjei believes that research could be undertaken without funding, world-wide practice proves otherwise.Research has to be funded by someone or a body.That is why the Osagyefo placed research under his own outfit - the Presidency making him the Chairman of the National Research Council, the predecessor of the CSIR.
