The other thing to consider is multiple handling. Efficiency is critical. Where small packages are concerned sea shipping may make sense as well as where very large consignments are being handled.
I advise the minister to study the inter modal system North America. Trucks run from Canada to Mexico on daily basis

The best solution is to rehabilitate the railroad system or upgrade to a high speed railroad system. Our lack of commonsense or hasty failure to make distinctions makes our challenges daunting.

According to this news item, the Minister appears to be focusing on moving petroleum products from the Western Region to other maritime African countries.
If this is true, then the Minister is right to focus on "coastal shipping".

This is what I can do
1- Rebuild a complete system of Rail Road System to serve all Ghana cities , I mean all Cities
2- I will provide starting of 2014 one hundred 100 vessel (50 Liner with 1000 Containers-40Tankers 10 Passengers )
3- Develop the existence ports and create a new shipping and receiving port in Accra, Ghana , ( Yes in Accra, Ghana)
4- Develop new education system.
5- Develop Ghana Military arsenal with a contract between Ghana and USA
6- Rebuild Ghana infrastructure and Roads and double the High ways to enable the commercial Vehicles to utilize the roads safely and effectively
7- Have the first Ghana Satellite around the Orbit
