Now, if the president had set the tone, why can't other do the same? We are witness to the huge amount of money given to parliamentarians as rent loans and the "exgratia nonsense" so, why can't other workers demand their fair share?

Yes this SSSS is the brain child of NPP, but it is President Atta Mills and the NDC government who partly implemented it to suit their own political course. As a gesture to win electoral votes they firstly migrated the military and police personnel among others on to the SSSS and in so doing doubling or even trippling their pay. That's why they(military & police) voted massively for NDC and Mahama. The consequence is that other workers who are also rendering services for the good of our country see the need to have pay increases. Why not, if on top of all that the Parliamentarians, Ministers, Deputy Ministers and the President himself are getting more pay. And what about the XXXL size of Mahama's government, which could be reduced by 1/3 to save money? So you see, Prof. Ignorance, the shame actually is on President Mahama and the NDC government. I don't know what PNC can do in 2016 or thereafter, but for now if the NDC government does not work hard to change our fortunes Ghana will indeed go broke and this will not be the first time anyway. I'm sure you haven't forgotten about those HIPC years after the second term of Rawlings and NDC government in 2000.

There is a lot of waste and inefficiency in the public sector that a significant amount of the pay rises could be mitigated in the mid term by making the processes and work practices of public sector workers more efficient. No more old men sitting in offices, swerving the public or asking for bribes or losing information in binders full of papers.
Plus government should start to focus on increasing corporate tax revenues, specifically with mineral resources. These companies know that Ghana has been an easy ride for long but are willing to pay more because the riches in the country are too much, government if competent should use this to generate more tax revenue to help balance the budget.

Ghana is a country full of unfortunate leaders who do not research or have any international consultation prior to borrowing money. The reason being they do not care who pays the price, This country keeps going deep into borrowing and keeping the debts high. IMF and other international monetary bodies are aware of the mess but because they will end up getting all loans paid back in doubles, it is NOT in their best interest to educate or monitor spending, whether it goes into infrastructure or it goes into some kinda flamboyant spending.
