  This is RUBBISH.There is no specificity of this white or blue paper. The only indication is that the govt would determine it and that the old one in abolished.
  Now, who and who qualifies is not specified, but later. It is the same NDC lack-brains who instituted the idea of curbing and taming the skilled worker. I think the gov't lacks vision and will continue steering the country toward the direction of the wind. Men,if you are a passenger in this bus, you are not safe.The country has no destination, but being carried in the air like baloon. God save us!!
