I do not know what this organisation wants. The government is using an agreed moving average for pricing crude oil prices and has decided to be prudent on its expectations of crude oil production and ACEP is unhappy.

I do not know what this organisation wants. The government is using an agreed moving average for pricing crude oil prices and has decided to be prudent on its expectations of crude oil production and ACEP is unhappy.
If the expected target is exceeded, it is not only "we have done better" that could be read into the budgetary expectations. It will also mean that budget targets in the economy will be met, and projections for the fiscal year will be on course. That will be good for Ghana. I will rather live with an under-estimated revenue target than an over-estimated one which will throw off-course plans for the next fiscal year.

Insert contigency plans just in case we have unexpected extraordinary events so that the people can separately monitor the oil revenue

ACEP should be asked, if the gov't should estimate it will receive $100 per barrel of crude oil for a projected 155,000 barrels per day? If it does that and does not realise the amount at the end of the budgeted year, the gov't could be accused of being incompetent by the NPP - the ploy hatched the ACEP.

The technical people at Kosmos who estimated the annual output of oil would have been prudent whilst making their projections.
The goverment needs to be able to hold them accountable if they under perform and produce the 83k barrels that the government is using in the budget.
Good performance management requires realistic figures which can then be challenged based on technical facts not figures which the government can use to cover itself.
The government has alittle bit of room to play with the price but the output must be supported by facts
If output targets are not met, it's Kosmos, not the government that needs to explain. We as a country should not be timid

Estimates are projections. I'd rather the Gov't was more cautious than over ambitious in its estimates. The same, applies to cocoa, cassava, gold etc.
