Will,in no time time,acquire the habits and lifestyles of their predecessors. The trouble with this nation is that its citizens have become too obsessed with 'quick riches,and instant 'prosperity'!
The degree of decadence is unimaginable;with everybdy engaged in the open plunder of the state`s meager resources.
The surest way of minimizing the amount of graft is to reduce the level of human contact in the clearing of goods. The technology is now available for customs to carry out pre-clearance functions,and to have customs agents focus on prohibited goods(narcotics,firearms)and known cheaters to keep everybody honest.
Of course, this will require Customs to adhere to simple international trade protocols that are well- documented and backed by an extensive electronic data base available throughout the world. Through the system of special classification of goods,country of origin can easily determined,and appropriate duties levied. Non-dutiable items can be fast-tracked and warehoused at a separate locations,thus reducing the level of congestion at the main terminals.

Any serious government appointee don't need to wait for an international organisationlike WCO to act' Ghana "eaders" think through Ghana's problems and solve them.
