If you have been interested in agriculture, specifically livestock and poultry, improvement in Ghana, you would know that lots have been done in the past by the then Department of Animal Husbandry in collaboration with a variety of stakeholders (including farmers, researchers in Research Institutions and the Universities, etc) to cause and sustain livestock and poultry improvement.
It is no denial of fact that many of the efforts registered some minimal successes, but much was left to be desired. Most of the problems that bedeviled the initiatives (including the National Livestock Services Project (NLSP), did not border on policy or technical defects, but rather those of UNDESIRED INTERFERENCES, INVOLVEMENT OF UNQUALIFIED PEOPLE IN PROCUREMENT OF INPUTS, ETC to mention a few. The current Director of APD (Mr. Baffour Asare-Mensah) know them all. Mr. Mensah and his team, must therefore be tasked to compile ALL factors that contributed to the failures of the NLSP and the initiative headed by late Ms. Nyanu. Of course, people from the Research Institutions and the Universities must be involved in this EVALUATION exercises. The solution to livestock (cattle, sheep, goats, pigs, grasscutter, rabbits, etc) and poultry improvement is not mainly one of IMPORTATION OF BREEDING STOCK, but rather, having in place (a) highly qualifies personnel in right numbers, (b) the right equipment, procured with the involvement and supervision of the technical people, NOT SUPPLIERS, (c) feeds and feedingstuff, (d) the right motivation to staff/personnel involved with the breeding programs at the various stations/farms, etc, etc.
Lest I forget, there must also be NO POLITICAL interference from POLITICIANS.
