However, it has to do with our Governments' culture of failing to prioritize wisely and providing alternatives to things our Laws ban. If used Refrigerators are banned, does the Government have any plan in place to alleviate the obvious hardships it would cause the Citizens? For example, has the Government done anything to boost local production of brand new, Environmentally sound and Energy saving Refrigerators? Or, has it exempted or reduced taxation on imported brand new Refrigerators to make them more affordable by the many whose income would only suffice for used ones? Meanwhile, is not true that only the particular make or model of Refrigerators rather their age that is a problem?
Again, the Government does not seem to be very serious in curbing the Environmental problems we face.
Consider, for insistance, the case of the Illegal exploitation of our Forests. The Government has been aware of the factors causing the fast degradation of our Forests, and enacted Laws that are supposed to protect them much farther ago than the Law on used Refrigerators. Would you say the Government has done anything significant to enforce those Forest Protection Laws, thus far?
Just a few weeks ago, a Deputy Minister acknowledged Publicly that Ghana will soon have to import Wood from Cameroons and other neighboring Countries supplement our demand, especially for the First Class Economic Species of Timber, including Sapele and Odum, which he mentioned as being near extinction.
Yet, we didn't hear that the Government had imposed any Moratorium on exportation of those Timber Species to allow any efforts of regeneration take hold.
where then is the justification for the ban on used Refrigerators as has been enacted?

Legislation on freon usage, sale and management could help. Also we can set-up recycling facilities to eventually melt the metals into other products ? These are better pro poor means of handling the issue than getting up and banning importation altogether. Why don't we also ban the importation of used cars ?

I applaud the rationale here, these second hand products are bad for the environment, used more power than newer models, etc...unfortunately, this ban should go hand in hand with the gov't helping to setup a new electrical industry where we assemble and even manufacture our own AirCondition, Fridges, and TVs. Since we knew that wouldn't happen, there should have been an adjustment to the ban to allow for used-but-non CFC-appliances to be imported since that was the concern.
Truth, at the end of the day, all that will happen is your favorite Chinese store importer will take over the local second-hand dealing of these goods. Better product for the environment, worse off for Ghana/I mean new China Economy

That alone does more harm to our Environment than all the Second Refrigerators and Cars with emission problems together.
The phasing out of used Refrigerators in Ghana can be done over a reasonable period while ensuring brand new ones are available and affordable by the ordinary folks.
Moreover, the problem of causing Environmental pollution from Refrigerators is not because they are used but because of their particular make.
This ban would harm most Ghanaians in many ways rather help them.

So think about how much consumers will be saving, how much government funds for investments into new energy generation capacity could be saved and better utilised in other areas of the economy...all that in addition to reductions in carbon emissions and other greenhouse gasses. If we are able to free our local market of used products, it makes economic sense for local entrepreneurs to venture into production of those items since they will then be able to market their products more effectively and efficiently.

Importers can still import secondhand fridges as long as they do not contain CFC's or HCFC's. they can try secondhand HFC fridges which replaced the CFC fridges in Europe. They are energy efficient as well.
