    Some of our laws are ad-hoc and plain STUPID. They lack deep scientific basis and do not consider the impact on the poor. In a hot tropical poor country like Ghana how can you ban the importation of used refrigerators ?

    The article did not say all used fridges, but those containing CFC. The dealers can still import fridges that have no CFC. Such fridges have been available for over 10 years.

    Importers can still import secondhand fridges as long as they do not contain CFC's or HCFC's. they can try secondhand HFC fridges which replaced the CFC fridges in Europe. They are energy efficient as well.
