These are technical issues far far below the level of a Foreign Minister to deal with.
It looks like the Ghana Foreign Ministry has lost its focus and direction if this is what is what makes news at the Foreign Ministry!

Hmm. Since when does foreign relations being run by a small department? That is not how it works.

What about discussing with Mr. Milliband about Reforms in the UN System and the need for an African Country to be represented on as a Permanent member of the UN Security Council or to discuss with Milliband on the forthcoming Chairmanship of Ghana of the African Union and the importance of collaboration with the UK to deal with cdeal with challenges on the continent including Illegal Migration, Climate Change and Poverty.
These are the issues that will make countries like UK situp and take you nore seriously as someone who knows what he is doing instead of discussing about English test waiver. A topic that us dealt at the lower technical ranks of the Ministry of Education.

The moment Ablakwa leaves the Office thinking he has negotiated something Miliband will handover that file to his Under-Secretary for the Foreign and Commonwealth Office in charge of the British Council UK who will then pass it on to their Office in Accra to deal with.
David Milliband is focused on more serious life and death issues. Dealing with Trump, EU, Ukraine, China, Chagos Islabds, Falklands, Gibraltar, Iran. He does not have time to be talking thoughtless negotiating waivers for English language certificates.
Out of courtesy, diplomacy abd respect he will give our Minister the audience. But the moment that meeting ends. That is the last time he will have nothing to do with that file. The file is likely to end up at the British Council Offices in Accra who sill follow it up with counterparts at the Ministry of Education.

You speak as though you know exactly what the British Foreign Secretary thought and what he would do the moment Ablakwa left his office. Yet you can’t even get his name right: it’s Edward Miliband, not David Miliband.

The man has slightly bigger things on his desk — Trump, Russia, the EU, Ukraine, China, Chagos, the Falklands, Gibraltar, Iran, nuclear proliferation, chemical weapons, terrorism... you know, actual life and death stuff.
The second Ablakwa leaves the room, he's not going to call Scott McDonald. He's going to buzz his Private Secretary and say "please pass this down to the relevant desk in the FCDO that sponsors the British Council."
You know, the office down Whitehall you just discovered exists.
And since you are now officially the Resident Name Checker of the Foreign Office, do be a darling and confirm for us the name of the British Council CEO. Shouldn't take you another 2 hours like your David / Edward Miliband masterclass did.
LoL!
