There are actually more non-functional traffic lights in Accra than the ones functioning. What is this enforcement about? The govt. has shirked it's responsibility of road maintenance and targeting drivers.

This is absolutely correct. You fix cameras to charge fines but can't be bothered to fix the numerous traffic lights that are not visible, non functional and in some cases one is not functional and the other which is is hidden behind some branches and leaves. Classic example is the one at a pedestrian crossing on the Kanda Highway. What does a driver do when the light is red but a policeman is directing traffic. Which do you follow. When you get text fir a fine does it come with a photo. How does the driver prove that he or she was only following police directions. Motorcycles driving recklessly all over the place with no numberplate. How will they be notified. People driving with illegal sirens and flashing lights what is the penalty. It is becoming more common each day

This is absolute reasonable. The idea of wreckless driving must be checked but a holistic approach needed. If govt institutions want the public to follow right procedure, they must first ensure the action for public compliance are visibly clear and fixed. If this is not done it'll make the situation worst to manage because the police could exploit drivers with baseless arrests which will lead to system abuse and defeat of purpose. The rules of the game is that, roads must have signs for drivers to follow.
