Economist Professor Godfred Bokpin has encouraged the government to increase spending and adopt an expansionary fiscal policy approach in the 2027 Budget.
Speaking at the CEO’s Webinar Hub on July 31, 2026, he said Ghana’s economy requires increased investment to boost growth and address the negative output gap.
According to him, the focus should not only be on maintaining fiscal discipline but also on creating the conditions needed to expand economic activity, increase production and transform the economy.

“I will encourage government to spend. Ghana has to move and grow the economy. Our output gap is negative. I think we should be looking at those things, and I think Ghana should look forward to a fiscal expansionary Budget for 2027 and beyond, of course, looking ahead to the 2028 election,” he said.
He argued that government should not be overly cautious about borrowing, provided such borrowing is responsible and targeted at productive investments that create economic value.

His comments come amid ongoing discussions about Ghana’s fiscal strategy, with policymakers weighing the need to protect recent gains in macroeconomic stability against calls for increased public investment to support growth.
Professor Bokpin maintained that a carefully designed expansionary budget could help Ghana accelerate economic recovery and lay the foundation for long-term economic transformation.
