Ghana Link Network Services Ltd has dismissed allegations that the Integrated Customs Management System (ICUMS) is experiencing frequent downtimes and disrupting port and customs operations, describing the claims as false and unsupported by evidence.
The company was responding to accusations made by groups identifying themselves as Civil Society Organisations, which reportedly claimed that the customs management platform was dysfunctional and affecting trade activities at Ghana’s ports.
In a statement issued by its Public Relations Department, Ghana Link said the allegations were misleading and appeared aimed at undermining confidence in a platform that continues to support importers, exporters, terminal operators, and other stakeholders.
According to the company, the groups making the allegations had failed to provide any verified instance of a system-wide outage on the platform since January 2026.

“The claims are not only false but also appear to be part of a deliberate attempt to cast doubt on a national trade facilitation platform that continues to serve importers, exporters, freight forwarders, shipping lines, customs house agents, terminal operators, and other key stakeholders across the country,” the statement said.
Ghana Link argued that the allegations lacked supporting details, noting that no dates, incident references, affected transactions, technical evidence, or confirmation from state institutions or port stakeholders had been provided.
The company maintained that the completion of its new data centre infrastructure had improved the stability and resilience of the ICUMS platform, enabling it to continue processing customs transactions and supporting revenue mobilisation efforts.
It also criticised what it described as attempts to fuel public concern through unsubstantiated claims, insisting that discussions about trade facilitation and port reforms should be based on facts rather than speculation.
“We therefore challenge the groups behind these allegations to provide specific evidence of any system-wide downtime they claim has occurred since January 2026, in the last month, or at any time after the completion of the new data centre,” Ghana Link stated.
“In the absence of such evidence, their claims must be treated for what they are: false, baseless, and without merit.”
