Stop wasteful cocoa farm input subsidies and instead factor that into the buying prices for efficient market economy to attract the supply for all the demand. A high portion of expenditure on cocoa inputs subsidy are overpriced to Cocoabod, inefficiently sourced, substandard, diverted etc. if you allow the farmers to buy these themselves on the open market at competitive prices and sell their output at economic prices you won’t need to build prisons to jail people for seeking just rewards for their sweats.
