To refine more raw materials in Ghana is fine, but will it be competitive? I guess Mahama is thinking of doing the processing steps in order to make cocoa liquor in Ghana. The plan entails producing much more cocoa liquor than is consumed in Ghana, and hence it has to be sold in the world market - as the coca beans are today.
So the question is: What is the processing margin? How much more is the world market paying for cocoa liquor than cocoa beans?
Furthermore, cocoa liquor is not a uniform product. It varies in taste, sweetness, bitterness etc. Some variants attract higher prices.
Combines with the stupid currency policy - designed to make domestic production unprofitable - I fear the coca refinement will got the way of the Ghanean oil refineries: It will have to be subsidised by the state, or worse: By the cocoa farmers. Expect the cocoa refineries to pay even less than Cocobod, to pay late or not to pay their bills at all.
If refining cocoa in Ghana was profitable, we would have those refineries here by now. The reason they are not here, is the overvalued Cedi policy and uncertainty created by corruption and government interference.

The government should aggressively pursue the policy of processing our cocoa locally, after all, we have the processing plant available to do that, there is no need to waste time, just get on with the job. Also, we should make it illegal to export raw materials out of Ghana, this is the only language that the cartel, who had been stealing our lunch since independent will understand, and move those manufacturing companies to Ghana. The abuse of 5 to 12 percent royalty for Ghana is coming to an end, we have had enough of being slaves, monkeys as it's privately referred to, corruption in our country by design is being dismantled at source overnight. Thank God, thank Jehovah God, that our leaders are now working instead of sleeping on the job since independent.
