I like how nice jargons are used to describe the solutions proposed for these blatant mismanagement in the public sectors. The only thing that will happen is, now that these debts are gone, they will only create more debts. Anything state owned in Ghana is always mismanaged save a few.
Having a Gold processing plant will result in another create, loot and share. Just look at Cocoa Processing Company, Tema Oil Refinery, and others that have already collapsed and you can easily prophesize how another state owned refinery will perform.
The solution is simple: Just privatize these refineries and some state owned institutions and Ghana will be better
