The 4 tier was conceived rightly so because all northern Ghana bound was going to pass through Suame/Kumasi. If the Kumasi by pass is constructed, most of the northern Ghana bound traffic will by pass suame. It therefore makes economic sense to do 3 tiers and use the savings to do more priority roads in Kumasi...remember Kumasi is bigger than Suame.
