This is the price decreed by the Bank of Ghana, but for ordinary people and businesses, they will get few if any dollars for this price. (If you could, you could make an instant 20% profit by turning around and selling the dollars in the black market).
For a short period, in the silent Christmas period, the bank can hold this price by bying up Cedis for dollars. When the new year comes, the reality will hit Bank of Ghana and the government: It either has to let the Cedi slide, or a much bigger gap - 40-50% - will open up between the official and black market dollar price.

If Mr. Kofi Minta exports 1 million dollars of pineapples, his buying power in cedis is now equivalent to what 600,000 dollars could buy last year. He will most likely cut cost by laying off his workers.
