Because he gave j j Rawlings some of his ill-gotten wealth from AGC, j j Rawlings kept him as AGC managing director for decades. For fear of accountability or to hide his ill-gotten wealth, he rather invested his ill-gotten wealth in Nigeria and not Ghana so that people will not expose him or hide his ill-gotten wealth.
