The first people to arrest is the bank managers and our politicians. Where do you think the sellers get the money from? Forex deposited at the banks are given to them to sell. Why cut the snake's tail instead of the head?
True, this is the true source of the problem, the root cause, not the poor guy working for the Bank managers in the street.

What about the illegal black marketers. They don't pay tax yet they determine the dollar price.
Even Rawlings with his soldiers couldn't stop black market.
