It is clear case of loitering and open grazing. They roam in the residential area. They are not confined.

No serious country will allow cows to be hovering around a residential area, good judgement but judge is even more lenient
Walk along the Nima-Kanda gutter and see. Cows being reared along the drain and their dropping scooped into the drain
