Ask yourself why there are leakages in the first place. FX is based on the basic economics principles of demand and supply.

If demand is high or if supply is low, the black market thrives. It is that simple. Attempting to regulate the dollar by subsidizing the cedi makes zero long term sense. Something the government is finding out now.
What shocks me is that the economists in the gov knows this basic principle very well. So they must have some ulterior motive for doing this.

Threatening and suspending licences should tell you your economic management is shambolic and only people with tiny brains will follow you.
