  How can you have an effective tax collection with such a huge informal sector and hawkers everywhere. Did you see hawkers on the street when you visited Helsinki? Do you have any record of who are employed and thereby supposed to pay tax on their income ? Have you built up a system where employers are supposed to submit to the tax authority the income earned by their employees and how much they have deducted in tax? How do you collect tax when we don't have any accurate documentation of where people reside? The low level of tax collection is a reflection of the disorganization of our society in general. These are some of the things which the reset agenda should address. The Ghanaian society is not organized and very chaotic. No amount of trips to Finland will help so long as our society remains disorganized. Just look at the chaotic market scenes at Markola. How can one collect tax from everyone selling there?
