  Instead of putting one cedis on every litre of fuel bought, why don,t you put some amount on passports, Ghanacard renewals or replacement, Driver's licence, alien cards, on every bottle of beer and spirits consumed, soft drimks, on visas etc for our huge national debts payments. All national debts not just energy sector debts must be paid instead accumulating debts for the future generations.

  Why reduce the fee if it is already being paid. Poor people don't do any traveling so this is for the better off people. If poor people do any traveling it is likely to be because of relatives abroad, these relatives can pay the current fees. You are subsidising bey off people, spend this extra money you seems to have on local clinics and schools.
