  Until Ghana seriously refines all her crude oil locally, thus adding value, receipts will revenues from crude oil will remain inadequate.
  This is because we must also import the finished product of oil.
  Additionally, the level of corruption among Ghanaians, including the oil sector, must be eliminated or reduced to the barest minimum.
  Anyone caught to have stolen public money, irrespective of the amount involved should have his or her left hand cut off. That is, anyone seen as a single-handed person needs no further identification.
