    PDS was to eliminate losses, and upgrade infrastructure. What happened was the siphoning away of the little that the ECG itself was able to collect into private pockets! Individuals PHISHING the state!!

    I think the best move would have been to privatize one operational district and monitor its performance against specific KPIs.
