Why do think the past ECG board chairmen and members as well as the MDs kept purchasing stuff way beyond the amount they had bedgeted; and were still importing stuff when they were not clearing those items from the port? It was all about procurement deals, goods clearing deals and containers stealing scheme, which mostly wouldn't work if they bought from local manufacturers.
