Remittances indeed! Those living abroad must have jobs and do well for there to me increased remittances! You don't improve remittances as a government! Or make it your prime focus because it is never within your remit to do so!
You can only focus on domestic policies such as industrialization, mechanized farming; improved food production and lessen importation of things that can be produced locally.
