  I do not agree that this factory can start production without the necessary raw materials that is yet to be cultivated.Our Ministers must be measured in the statements they make because expectations must be managed. If you plant sugar cane this year how long will it take to mature for factory processing eg 4 years.This is the lead time for the factory to have minimum stock of materials to start production. Unless the Minister plans to cover this lead time with imported stocks of raw materials the factory cannot produce now.
