There is A LOT WRONG if a full or deputy minister cannot demonstrate PROFICIENCY in his/her portfolio...cos there are a whole ltta citizens that can do tat.
Learning on the job shouldn't apply to 'ministerial' jobs.....
Well, Mahama himself is hollow, so do not blame the poor deputy minister. Mahama will always avoid a debate or platform where questions will be thrown at him because he is empty.
