Access is not the main issue. At 88% (not 83%), it takes only a few targeted efforts to reach universal access by 2030. Right now, the main problems are the stability and reliability of the current supply. And the cost. Thus, the most urgent priorities should be fixing the grind and stopping the theft of ECG revenue by customers and their own staff.
