  Hmmm, the advice for the day. The difference between the born rich and the born poor is that, the rich always brainstorm to look for resources to finance debt. Always busy, doesn't sleep and stressed to look for money to finance debt. The poor takes life easy and always try to be debt free. He sleeps good, find time to have fun, no competition in the pretext of not envious of others. Such a person has no growth mindset and will always see the rich as greedy. My advice is, instead of scaling down of a good project, the government should rather brainstorm to find ways of financing all good projects. When the exchange rates was misbehaving, someone came out with gold for oil so you too must come out with something. There is nothing impossible in this world.
