  Honourable Energy Minister there are certain government institutions which are long overdue for public private partnership. VRA, ECG, TOR, GRIDCO are such companies if we want them run properly. From experience we know that government owned institutions are not run properly due nepotism, stealing, government interference, cutting corners etc. Also the Government hasn't got the funds to continue running these institutions at a loss. Look at GOIL, and GCB
  Bank. After private partnership with government at 49/51%,
  these institutions pay dividends to government. Thank you.
