This is what I would do with this $256 million focusing purely on productivity;

$10 mill x 16 = $ 160 million ( Each region gets $10 mill each to create 5 factories at the cost of two million each.

250 -160 = 90, 90/16 = 5.625, 5.625/5 = 1.125.

The above simple calculation indicates that with sensible planning, each region in Ghana can build five factories at $2 million each and monitor/support them administratively at $1.125 mill per region for 5 year so their chances of failure would be close to zero!

Then I would use some of the profits from that productivity venture to build a new BoG headquarters - sounds simple, isn't it?

Unless BoG has got a contract to store bullions for a foreign entity and that foreign entity and the $250 mill has been factored into BoG's profitability - otherwise he new headquarters is a daft idea!
