Our Constitution granted absolutely enormous powers to the executive President, JJ Rawlings did that to solidify his position as the president of Ghana. So either the Parliament sit or not the President has the to decide on a lot issues. Have you forgotten that the NPP boycotted the parliamentary elections in 1992? So Rawlings had the leeway to impose his policies on the Ghana.

The nation should get at least 20% free ride, and the nation should co-invest with the mining company for additional 20% to 30%, even if it has to borrow the money and use the reserves as collateral and to pay back the loan, just as the mining companies themselves do!
