  This is nonsense!!!! This should be the last time Ghana should appoint a non-finance professional as a finance minister!!! He does not understand what those clauses mean!!! They have tied the hands of the government and asking domestic debt should be handled as external debt. More so, they are preventing the government from paying the most easily and cheaper class of bondholders, which could be a low-hanging fruit thereby reducing the debt burden at the first instance. The finance ministry is not for jokers!!! He has no single idea about what goes on around him.

  It is time the constitution changes, give power back to the people via parliament and strip the prez of ultimate powers now before it is too late.
  
  There should be a need of 75% approval from parliament so it is no more "winner takes all" system like lotto but all inclusive governance, so we can take the best longterm decisions for the country. With this we can see the relevance of even small parties in parliament and this will bolster the growth our beloved country. Currently power is in the hands of a greedy individual with his party whips who only have their interests paramount to that of the nation and absolutely no love for the nation.
  
  Jut imagine that currently, the prez have almost all the power to appointment all public sector managers, ministers, military/police commanders, auditor Gen, attorney Gen, EC boss etc... At the end this will make the system work to his favor, making him corrupt and will not have respect for the people and vitto his way everywhere. Today the prez or minister can decide to go for huge loans without national interest in the name of the nation without proper checks and approval from parliament, even if it goes through parliament they will vitto it bcos they have 50+1 representation there.
  
  Unfortunately this is an old outdated constitution left behind by Jerry who wanted only partial democracy and partial dictatorship bcos of the era.
  
  The prez should have limited power and parliament have the most power else if this power gets into the wrong hands, we all shall suffer it. It is about time we called for a holistic overhaul of such an outdated system of governance. We shouldn't leave currupt investigations in the hands of the prez, it will simply not work. I believe a joint party government system will help this country a lot. This is just my opinion but your ideas are also welcome.
  
  One man can't solve the problem of Ghana, let's be honest, he is not a supernatural being but together we all cam make possible. Even the British who we learnt from have changed their democratic system. In Europe, it is mostly a joint government and practice a more socialist style than a capitalist one (which only works for America). Just imagine, all our essential resources and services have been left in the hands of the greedy rich running a monopoly without price control from the government which has made standard of living very high for the poor Ghanaian.
  
  Nkrumah was the only one that had a socialist mind set. Mahama and the NDC please prove your critics wrong and change the course of this country for the better. Npp is all about the money and their party but not the people, we already know their agenda.
  
  This idea will pave way for even smaller and upcoming political parties to have a strong voice in parliament, so Ghana benefits as a whole not just a few greedy individuals.
  
  Democracy meaning: Gov of the people, by the people and for the people.
