  If you want to buy treasury bills buy from the best. There are so many countries like the United States government which has never defaulted on its debt obligation. If you buy Ghana Government Treasury Bills then you're playing Russian Roulette with your money. There is no guarantee of ever getting a return on your investment. In the event of a hardship, you'd not be paid what is due to you.
  
  Keep in mind that for every dollar that the government of Ghana makes, it pays eighty cents on it as interest therefore it has only twenty cents left to pay its bills. Ghana is run on a deficit hence it has no saving to boost of.
