Director of what? His advice is not any different from our illiterate farmers before the white man came. Should we go hungry if doesn't rain? Don't we have plenty of water underground? Let's think.

Nobody should depend on rains for modern day Ghana. There should be irrigation of the land for year round farming.
We allow excess water from the dams to flood communities instead of use them to farm food to eat
