This man is an idiot. What has irrigation got to do with the causative factors of drought? Does this make sense to even a fool? Irrigation could only be a mitigation factor to the effects of drought; so one expected that the over 500 so-called dams (under the 1V1D) would have cone in handy to mitigate the effects of the drought by providing farmers with some water this time around. One of the problem of this country has always been the issue of "square pegs in round holes." People like Brian Acheampong are nothing more than political heads whose only qualification for their position is their money and influence that that was used to bully their way to political prominence through elections or party financing. He is is just not fit for purpose.

A dam that was dug in my home town a decade ago is still standing today with plenty of water. It’s difficult to control incompetence in any society if the affected person is not willing to change. Construct the pwalugu dam and let the water flow from Burkina Faso through to the northern regions. Encourage the farmers to form cooperatives to utilize the dam water to their advantage. The farmers will fight over spaces along the river if they should access it separately. They can form groups to do a large scale farming through the irrigation system.
