Germany's is facing just some minor economic issues. Current inflation rate is at 2.2%!!! Ghana is more than tenfold that.

Did Germany borrow from the IMF?

Does Germany build up arrears by not paying teachers, nurses, other public servants, pensioners, government contractors?
