Sent up is not TORs problem. The problem is government after government interference. How can the place be successful when all the qualified personnel flee for the GULF states ad political appointees without experience are imposed on them. Watch Sentuo demonstrate success with the right Human Resources. It was even built within cost less than $1.0 billion. Just imagine if it was a government funded project the cost bloated it would be a losing enterprise from day one like TOR. .
