In all advance nations, foreign currencies are exchange at banks and not by roadside traders known as "black-market operators".

This move is in the right direction, and all efforts should be made to rid of the creep roadside money operators from the system.

In what advanced country do you know of that you can go to the bank and tell them that you are traveling to a foreign country so you want your money in the currency of that country? Here in UK you get your foreign currencies from the Foreign Exchanges (here they don't call it Forex Bureau but rather foreign exchange). The Central Bank (BOG) cannot exert its authority over something it has no control of - it doesn't issue foreign currencies. About 3 years ago when we heard that the government was cracking on the Abookyis and the Forex Bureaus, some of us warned that it was going to make the situation worse, and less than 4 months later the depreciation of the Cedi started flying through the roof. The stability of the Cedi can only happen through good financial or economic policies. Trying to stabilise the Cedi just by issuing orders doesn't work. All past governments tried it and it never worked.
