What he's saying is true. There were lots of good Project Proposals approved under the 1D1F that lacked support from the Govt to be set up. Govt for politics ended up supporting already established entities like Sentou Refine ...

What he's saying is true. There were lots of good Project Proposals approved under the 1D1F that lacked support from the Govt to be set up. Govt for politics ended up supporting already established entities like Sentou Refinery, a foreign company with millions of dollars when some approved local companies needed only b/n $200,000 to $500,000 to get set up.

It was poorly implemented because the idea was just to create an avenue to "chop". In that sense it was highly successful for them.
