  1. Make sure you have demarcated my area very well for me to have access of decent road or street to my house.
  2. make sure you have graded and asphalted my street with a proper drainage system.
  3. make sure I have access to landlines or telephone lines to connect me to the 5G digital world
  
  4. make sure you have connected me to the national portable water system.
  if you are able to do this then I am ready to pay a flat rate of property tax.
  but
  IT IS ALSO VERY IMPORTANT TO NOTE
  the difference between commercial property and non-commercial property.
  
  Commercial property is the house or facility of buildings that are used to gain income
  
  
  Non-commercial property is the house that I have built to accommodate myself and family - I got no income out from it.- this you cannot tax me or ask me to pay property tax on it because the money I used to build it- I have already paid my tax to you ..

  let me use this occasion to educate him a little bit as to how it is been done- and not all properties are been asked to pay property tax.
  
  one thing people like him always forget is
  In Europe most of the buildings are all commercials-
  1. either as offices for companies , shopping centres or mostly as hiring residential apartments.
  so every year the Tax office ask them to fill their property rate taxes on those type of commercial buildings. this is different from your normal tax
  so anytime you are trying to do some comparisms -
  educate yourself as to what type of property it is because like I have said you cannot tax private residential house which gain no income.
  the tax such a non-commercial property is been asked to pay is a flat rate property tax which is been used to maintain the streets, telephone lines , the water , the electricity , refuse collections, maintenance of green grasses co2pollution and trees etc
  so if you want to make a policy - make sure you factor all these in the policy to make it fair and sustainable
