An auction open to all qualified players is the international best practice approach. It's been done plenty times following standardized rules.

However, the auction approach is very transparent by nature and offers very little room for bribe taking and other ways of enriching members of government plus there cronies.

Hence they came up with this approach, implemented it and managed to keep it under the radar for almost a year.

Ursula is proving herself one more time as the most creative looter of this government. She has already made her money off that deal somewhere in a foreign account. She is not naive enough to stash the dollars in her bedroom. She is a first class pro looter.
